I don't know about the IL laws during the Civil War, but in IN, a soldier could enlist wherever he chose. My g grandfather, Abe JR Land, lived in Gibson Co., IN, enlisted with some of his relatives/friends at Poseyville in Posey CO., IN. And I am sure they could probably enlist in another state. So makes for happy hunting on these relatives!
