I have been trying to get records out of Washington County for years. It is really sad that they have such a stubborn mindset on this issue. It almost makes you wonder what they are trying to hide. I have two families from Washington County, back in the middle 1800's. I have managed to get the records I needed in round-about ways, but it would certainly simplfy things if they were more cooperative.
