Hello Robert, I just checked the 1880 census index and found no Seymour Howard listed in Illinois anywhere. But there are a number of HOWARDS living in St. Clair County in 1880. Could he have used another name other than Seymour? Do you happen to have his parents or a spouse that I might be able to connect to in St. Clair County?
