Stated simply, various (Illinois) State Universities house collections from counties in their region who volunteered to surrender them. Eastern Illinois University houses some materials from Shelby County, and although the facility is small (basement of the Booth Library), they were very helpful when I visited two years ago and when I wrote just a couple of weeks ago. Think someone has posted the web address where you can get the address, phone, and maybe do some searching first. If you still have problems, either do a global search for IRAD or get back to me.
