That's a great question Lee Anne. Here's the answer for the material in the Presidential Library. Yes BUT. Some researchers took their cameras and began taking pictures of documents. A VERY IMPORTANT WOMAN came and screamed at them, made them stop. She said they were going to sell them or some such nonsense. Since she knew everything there was no reasoning with her and the researchers left. Several letters of complaint were issued and supposedly the issue was resolved. I haven't heard more. As to IRAD, in theory you cannot go into the storage area. An intern will go get the materials for you and, I think, make the copies. I suspect they would let you take a picture but I don't think they'd let you scan it. Some of those documents are incredibly old. I have copies of some from 1827. The Archives in general seem to be staffed by people who really want to preserve our records so they would likely be open to donated digital files. They are also open to transcriptions but they want a whole document transcribed, not just bits and pieces.
