Most likely, but just like all of the fine data that has been put online by the IL State Archives, the work has been done by volunteers. The material is supplied by them (in turn, there has to be cooperation from the county clerk level to supply ISA with the copy material) to people like you and I, we abstract & transcribe it, and send it back to them so they can put it online. I use to know where to find that info but can't seem to locate it now on their site...
