    2. Birth Cert started being required about 1913 or 1916. When Social Security Act happened in the 1930s. Those without Birth Cert obtained a delayed Birth Record. Trick is the delayed birth cert might be on file in the county he resided in when he applied. Ask agian, but asked about delayed birth cert or records. During a visit to Harrisburg in 2002 I was able to get some delayed bc from the early 1900s but fared better with marriage certs from the late 1800s ... there are these magnificent books with everything written down...they copied pages for me while I was there.
