If that is unsuccessful, contact your local library. They have "interlibrary loan" whereby they can order most anything available on microfilm. The charge is about $3/roll plus about $3 shipping for up to about 3 rolls. You can use the microfilm at the library on their viewer (sorry, they won't let you take it elsewhere) anytime during that month. When ordering, give them as much information as you can provide, specifically the name of the publication, and the date (or range of dates) in which you are interested, eg (fictitious): The Chicago Tribune, July 4-10 1890. I suspect most newspapers - if still in business - have an archives department which may be able to help in a search of their articles, again for a fee but I don't know how much. I hope this helps.
