Back in pre computer days(1980's)I got copies of NON IDENTIFYING adoption records from them for a fee. It helped me locate my natural parents, I was adopted in Chicago but lived in a collar county,so my cook county birth certificate was never corrected. I was able to request it because I knew my father's name from info obtained from Catholic Charities. HOWEVER, you are dealing with a much earlier yr 1917 and a lot has changed because of id theft and terrorists.
