I don't know how much the marriage licenses are in Scott Co. but in Morgan Co. they are probably around $15. The addresses are Scott County, 101 E. Market St., Winchester, IL 62694-1258 and Morgan County, 300 W. State St., Jacksonville, 62650-2063. There is a wonderful database at the Illinois Sec. of State website, which I'm sure you have checked. However, it is only a reference. You still need to get a copy from the county. Hope this helps.
