I took a look and found the same thing. St. Clair is the County. But I also looked at deaths and there are a lot of Touchette's burried in East St. Louis. Try going to the Illinois State Archives and see for yourself. Mozer (Victor Mozier) died in East St. Louis May 15, 1917. For some reason when I looked today, it would only find them if I simply typed in Tou. Also there are still 2 Touchette's listed in the phone book for East St. Louis. One of them might respond to a short letter. You can find them on anywho.com. Hope this helps. Let me know if you find her connection to Lincoln. And do you believe she married Mozer?
