Just a few suggestions: Have you written to any county clerks to order their license? Do you know where your grandparents were born? (If not, have you ordered their death certificates?) Have you found them in all the possible US Censuses? Do you have copies of their obits? Do you have your father's birth certificate? (That should have a town, not just a county -- which may help.) Were Bert and Louise living in Scott county, Iowa in 1900? If so, then check for their marriage there.
