    3. How sad, especially if it was still a good solid structure. I also saw a problem like this is MA. One of the twists to the story though, is that the building in question belonged to the hospital complex in the city. It has outlived it's usefulness and also was costing more in upkeep than the building was worth. The historical society wouldn't let them tear it down, so they offered to give it to the Historical Society, who didn't want it, but again wouldn't let it be torn down. I believe it is abandoned right now because no one will take care of it or restore it, and it became too dilapidated/dangerous to use, due to it's age. I can see if your historical building was still in good shape, but the case in MA is really sad for everyone involved. It is now a neighborhood eyesore, and no one can do anything about it.
