What you are probably looking for is Effingham, Effingham County, Illinois. According to the Illinois Newspaper Project database, a newspaper called the _Democrat_ was published there in the time period you are interested in. Go to: http://www.library.uiuc.edu/techserv/inp/webpages/main.htm and click on the link to search the database and enter just "Effingham" as city and "Illinois" as state to view the newspapers, years, and where they are available.
