Hi, Chris, According to Everton's "Handybook for Genealogists," McDonough Co.'s birth records begin with 1877, so it looks like you may not be able to obtain the 1863 birth record. However, if I were you, I'd at least call and ask. They may be able to refer you to some other local source (perhaps a church) that might have kept baptismal/birth records.
