The Texas Wise County site has done this with digital photo's. They are great about helping. I can send the address if you want. I had thought to do this in Pike if I ever get a digital camera. Another thing we were thinking about and may work for you also is to have someone at school do a cemetery at a time as a community service project. I don't know if it would fly or not but its worth looking into. Go to the TXWISE county site and see what they have done and then contact them. They have done most of their graveyards now and will really give you some good hints on how to display them , what program they are using, what errors they made to beginning with ect.
