This is the (renamed) state hospital in Alton. Ask for the superintendent's office and speak to the head secretary. If you are lucky, she'll be helpful. If it turns out you need the old TB hospital you may have more trouble finding someone who can help you, but in that case I'd start with the Public Health Dept of the state, which would mean calling Springfield.
