Hello, Chief Harold Riggins' wife name was Wanda. She was a security guard at the old Arlen's store in the 1960s. He was night captain and worked for the police department in the 50s and maybe even the 40s. He later became chief. There is a lot of information about him in the files of Hayner Library in Alton. You may already have them information, but thought I would pass it along.
