    2. The Milton part of Alton was part of Wood RIver township. At some point in the late 50' or early 60's it was annexed into the city of Alton. By that time, Upper Alton had long been officially part of Alton city. There was an area referred to as Upper Alton, where the businesses were. I guess the boundaries were pretty fuzzy and in the mind of the beholder, but we always referred to the area off Milton Road as the Milton area, and the business area off Brown and Main/Washington as Upper Alton. It may be that everything west of Milton Rd, which would include Fernwood, was already part of the city, and everything on the other side was still unannexed when my parents bought their house.
