Acrobat reader is a free download -- links seems to be most everywhere. Here's an address: http://www.adobe.com/prodindex/acrobat/readstep.html Many programs save files in .pdf format [including some on the state archives site] which can then be read by Adobe Acrobat. You can buy a full version but chances are really good that the free version is all you'll every need.
