The web page of the Waukegan Public Library is http://www.waukeganpl.org Click on "Ask A Reference Question" and then "Online Reference". At the "Online Reference" you can request a search for an obituary. They will reply after they have done the search. I have never had to wait more than a week for a response from them. If they find what you are looking for they will ask for your address and mail it to you.
