Laura, As I understand it, the IRAD death holdings are only those where there was an inquest for a "suspicious" death. I was able to get copies of a few of these - 2 that were killed in the street by streetcar and wagon, and one that fell out of a window. That said, there is little other information on the IRAD records, except "witnesses" that may provide some clues. The county death records have more information. You may be interested in an article in the October 2003 issue of Family Tree Magazine - "Discover your Dutch and Belgian Heritage" - which gives a great explanation of the changes in the territory that was at different times the Netherlands, Belgium, Luxembourg, Germany and France. Because of the time frame of your birth dates, you might just try looking for birth records in the other countries. I have ancestors from that area as well, and the article gave me some ideas for further research.
