Thanks you, I have learned that Arthur Evan's mother may have been Elva Crain Pugh as her first husband David A. Pugh died 6 Feb. 1901. This was something I didn't know when I first asked for Arthur Evan's parents. I still do not have any idea what his father's first name might have been.
