Only one Powers listed on the 1860 census, he is Wm. H. w/ wife Cath. from New York. No S.C. Cox on the 1860, several Cox families, none in Oxford, and the only one w/ first initial "S" is Samuel, a minor child. Sorry it could not be more, hope it helps. Kim
