    3. As an out-of-stater myself, who does a lot of research in IL: I would have no problem with being charged more than an IL resident, for exactly the reason Shirley gives. You guys pay the state taxes, I don't, but I'm still getting the services. I have done research in other states that have the two-tiered system, and it doesn't bother me a bit. Just my two-cents (or -dollars) worth.
