Just a small comment to those who live in Illinois and have the idea that only Illinois residents pay state taxes. Majority of the residents in Illinois do not realize that State of Illinois has income supplemented by individuals who live in another state for one reason or another but have Illinois income which is under the income tax jurisdiction of the State of Illinois. For 23-1/2 years I worked at SIU Edwardsville. Except for the first 3 years, I lived where I am presently - in St Louis County Missouri and commuted across the Mississippi River 5 days a week. I was still required to pay Illinois state income tax on my income and any other income which was obtained from such income (interest on a bank account etc). The State of Missouri recognized with proper tax forms that my portion of our household income was from Illinois and as such did not require me to pay Missouri income tax on that portion. Also there are other states which border Illinois which have similar income tax laws. Then you have to figure the number of retirees from the State of Illinois who have retired to states such as Arizona, Texas or Florida just to name a few. If a two-tier plan would be devised, I for one would have to oppose it for those who are required to pay Illinois state income tax but live outside of Illinois. The cost incurred for identical requests is the same - time, copy, mailing supplies, postage - regardless of where it is destined for in the US. If Illinois would have a two-tier plan (in-state and out-of-state), then think how many other states might follow suit. How many of us live in the state where our ancestors lived and need the documents for our proof in our research? The cost for genealogy would really skyrocket and I don't think many of us are ready for that especially those on limited income (retirees).
