Hello, Trying to obtain a birth certificate for one Eugene Lanham born apx 1923-1926 in Chrisman County. His mother's maiden name was Artea or Altia? Hurst. This would be for genealogical research only, however Illinois State claims they will only issue to direct kin. Can someone advise further on this. I thought this was past the 75 year rule.
