That's a good question. The borders and governments in the region encompassing Westfalen, Hannover, Kingdom of Hannover, and Schaumburg-Lippe changed rather frequently in the nineteenth century. I would hazard a guess that Lippe is to Schaumburg as Cook County is to Illinois, but Hannover Reich is a whole separate state for some period of time, And Hannover Stadt is a city in the Kingdom.
