With these one can do a reverse look-up.  There was one directory (not Haines, but similar) for 1928 listed in the card catalog for Chgo History Museum. Unfortunately, the earliest edition for Chicago (city) that I could find was at Skokie Public Library - they have 1974-1986. The other libraries that have these directories for earlier years are: Chgo History Museum   1978 +Eisenhower Public Library 1985 +Chgo Public and Des Plaines Public Libraries  1986 +Newberry Library 1995 + most libraries will have at least the current year of these directories, and many of them also keep a few years prior. These directories are available for suburban locations also. Check your library card catalog and enter the title as "Haines Criss Cross Directory". Hope that at least if this doesn't help your specific request that it may help someone. City directories stopped in the late 1920's and were replaced by phone books. Only those who had private lines were listed, I believe; Party lines, weren't. (List, please correct me if my understanding is incorrect). If you are looking for specific surnames, you can ask for a surname look-up here; maybe a list member will volunteer for you.
