I researched liquor licenses for my Chwarszczynski and Rutkowski families at IRAD a couple of years ago. I'm at work now and my records are at home, but ChicagoGenealogy is right on about the information they contain. As I recall, the films run from either the late 1890s or early 1900s through around 1919. All years are not available in between. You look the records up by street name and then numeric address. The licenses were issued in 6 month increments beginning on May 1st and October 1st. When a license/business changed hands or locations, that is also indicated. I tracked the saloons of my great grandfather (Valentine Chwarszczynski) in 1913 and two great uncles, one from 1907 to 1914 (Walter Rutkowski) and the other from 1912 to 1919 (Frank Rutkowski), which included location/address changes.
