FYI - the state of Texas DOES allow adoptees (whose original AND adoptive birth certificates were originally registered in TX), to obtain a copy of their original birth certificate -unretouched.     3. Molly, in TX one must know the names of birth parents and often they are not known). See http://laws.adoption.com/status/texas.laws.html. Anita provided me with a listing of the six states that have totally open records: KANSAS; never closed them ALASKA: never closed them OREGON: ballot initiative ALABAMA - legislation NEW HAMPSHIRE - legislation MAINE - legislation Any other states are "partial" in one way or another. In Illinois a court order is necessary. Believe me it is next to impossible to get a court order in IL. We have a registry and CI program in place and judges just want to refer adoptees to the CI program. One must register with the Registry before a CI program can take your case. The Registry is ineffective and the CI program is pathetic. I don't recommend an adoptee wasting money on either. Of course they do have the option of taking a chance on losing money and maybe, just maybe getting good results. I feel 100% certain that a CI would never have found my birth family. Too many were deceased and elderly aunts were determined to take all family secrets to their graves with them until they saw a picture of me and later met me in person.
