While we're talking about Illinois marriages, the IGI at www.familysearch.org seems to pick up quite a few of the Cook County marriages from the late 1890s/early 1900s, and if you find entries there, you've got a great chance of being able to find the license numbers using the microfilm indexes (available through Family History Centers) and you're pretty much assured that licenses will be on the license films because I think (but don't know for sure) that they are the source for the IGI entries.
