Many public libraries will do lookups for a small fee (usually $2 or less). I would contact the local public library and see if they will search for one and, if possible, mail one or email it (some will also do that). If they won't do the lookups, they may have the microfilm/microfiche which you can search through yourself (or the enquirer can) I don't know if there is an raogk volunteer, but that may also be an option if there is one for the area. Sometimes the raogk volunteers will have microfilm/microfiche themselves for certain years..... No guarantees that any of those will work in this specific instance, but you never know....
