You can find a good description of the official program for doing this between 1878 and 1903 at: http://www.archives.gov/genealogy/military/civil-war/union/veteran-headstones.html A complete index is available on microfilm. I have been unable to find any federal government sponsored programs for doing the same for Confederate soldiers, but many Southern States did so, and the Sons of Confederate Volunteers has been doing so (still ongoing) vigorously. I think if you know of any such graves, it can still be done. Like a good many folks with roots in border states like Missouri, Kentucky and Tennessee, I have relatives who fought on both sides of the conflict.
