Mike, Right now I don't show very much on him, but the book written on the 75th anniversary of Ottumwa written in 1923 does show that a Dr. Frank W. Mills was a member of the American Legion (that means he may have served in WWI) and the a Dr. Margaret Mills was on the Board of Directors of the YWCA.
