Is your film for the Council Bluffs Courthouse or the Avoca Courthouse? That may be your difficulty. There were two courthouses in Pottawattamie county until the 1970's. I am not sure which licenses Betty transcribed, but I would guess that they were from the Avoca courthouse. Good luck.
