He married Gertrude Kennedy of Traverse City, MI in 1932, she died May 1991. He graduated from Wapello High School with the class of 1926 and attended the Univ. of IA and graduated from the Univ. of Mich. in 1931. He was involved in research and administration work. He joined the Mental Health Dept. in 1938 and served as director for 25 years, remaining in the Dept. after resigning as director to contribute to prevention and treatment of mental illness. Besides his wife he was preceded in death by his parents and 3 brothers, Harley, Everette and Curtis Wagg. Survivors include 2 daughters, Elaine Care, E. Lansing; Sue Remington of Cleveland, Ohio; 1 sister, Edith Toms, Wapello; 6 grandchildren and five great-grandchildren. Services were Sat. Feb. 13 at 1:00 p.m. at Gorsline-Runciman Chapel in E.
