Dave, Most libraries have census records available through HeritageQuest. I checked HQ's census database for 1870 and did not find a Lemuel Jennings in the index. The only Jennings listed in Watertown was Mary Jennings (page 33). I checked each of the pages you said are missing in Ancestry.com's census records (3-12) and found nothing for Lemuel Jennings (or any Jennings). Sorry I couldn't help you.
