Dear Carol, I am glad you found a cousin and are now jointly sharing and researching. To answer your questions: The Louisa County Recorder, in the courthouse at Wapello, has vital records such as birth, marriage and death, but also has all of the land records showing land transfers before Iowa became a state, this being the transfer of Federal lands to private individuals. The office is open from 8 a.m. through 4:30 p.m. There are some days when it closes during the noon hour. There are affidavit indexes that often contain genealogical information. These affidavits were used to clarify title to property, and often contain valuable genealogical information. So there are records here to research. On the wall of the Historical Museum a large map of Louisa County in 1858 shows the names of the property owners. This is the only 1858 map or plat book that is available for researching, as far as I am aware. The one we have is a composite made up of at least 2 maps. The original maps were promotional ones that professional peddlers used in Europe to entice people to come to Burris City and Louisa County. You can locate places etc. on this map, but you can't make copies from it.
