I found the George Higgs family in 1860 census, Wapello Twp., Family No. 935. It is hardly legible, but I could make out, "Geo W. Higgs, age 34, farmer.b. VA; Caroline, age 43, b. VA;" then a male child, the name unclear, could be Jerome, Tomson, etc., age 13, b. VA, and then " Ann, age 10, b. VA. I then checked the birth records, Vol. 1, 1880-1888 to see if J. T. Randolph's name was written out. I found: #202, George M.Randolph, first child, b. Col City. Feb 3, 1881, Parents: John T. Randolph, occ: boatman; Anna Higgs Randolph, Res.
