Samuel J. Kirkwood, the Iowa governor, wrote to E. S. Hedges of Sidney giving instructions about the organization of the Southern Border Brigade in 1862. Most of the men in Company "A" were enlisted on Sept. 17, 1862 and mustered on October 18, 1862. HOWEVER, I see no date on which they were discharged! Several interesting, and perhaps pertinent, sentences read "The men are enlisted to act as mounted men, when their services may be needed, and each man must furnish his own horse, saddle, bridge, blankets and clothing. It is not intended these men should all be on constant service. A few men from each company will daily act as scouts, and the others are to be at home, holding themselves as minute men." I see nothing further about men being assigned as scouts, nor any details of them acting as scouts. The information about John Rowe and John W. Carter simply gives the date of enlistment and mustering, period. -- Perhaps one can find reason to assume the situation in Fremont county had turned for the better by March 1864 and Company "A" was disbanded, enabling Rowe and Carter to enlist in the national army. But I really do not know.
