Was this work being done by the CCC boys? If so, it jolts my sense of how long the CCC camps were kept in operation: Pearl Harbor was in December 1940 and this work was being done only 8 months previous. I don't remember that the CCC ran up to the second World War. But then, the CCC camp on the west side of the highway on the west side of Shenandoah in Fremont county was later used to house Italian POW's.-- W.F.
