    2. Just received this note from Bob and wanted to pass this wonderful news on to all of you. We want to be sure that these people know how thankful we are that they are doing this work in Decatur County and helping to preserve our family histories and these wonderful old cemeteries! Stacey Dietiker Stacey Keith and Janet Jelsma, Eden Township Trustees and many volunteers have just completed 120 Foundation repairs, replacement of loose stones, and re-gluing of damaged monuments at Bethel Cemetery. Money was raised by donations and by the Trustees for this much needed work. Bob Bixby Leon, Iowa

    2. Received from another list. This is the bill the article from Muscatine, Iowa was referring to. It's possible that the newspaper article is perhaps talking to Iowa Vital Records people changing the law or rules within current law. Below is the section that talks about access restrictions. The sections hi ghlighted will be what affects us the most. SEC. 3063. MINIMUM STANDARDS FOR FEDERAL RECOGNITION. (a) MINIMUM STANDARDS FOR FEDERAL USE- (1) IN GENERAL- Beginning 3 years after the date of the enactment of this Act, a Federal agency may not accept, for any official purpose, a birth certificate issued by a State to any person unless the State is meeting the requirements of this section. (2) STATE CERTIFICATIONS- The Secretary shall determine whether a State is meeting the requirements of this section based on certifications made by the State to the Secretary. Such certifications shall be made at such times and in such manner as the Secretary, in consultation with the Secretary of Health and Human Services, may prescribe by regulation. (b) MINIMUM DOCUMENT STANDARDS- To meet the requirements of this section, a State shall include, on each birth certificate issued to a person by the State, the use of safety paper, the seal of the issuing custodian of record, and such other features as the Secretary may determine necessary to prevent tampering, counterfeiting, and otherwise duplicating the birth certificate for fraudulent purposes. The Secretary may not require a single design to which birth certificates issued by all States must conform. (c) MINIMUM ISSUANCE STANDARDS- (1) IN GENERAL- To meet the requirements of this section, a State shall require and verify the following information from the requestor before issuing an authenticated copy of a birth certificate: (A) The name on the birth certificate. (B) The date and location of the birth. (C) The mother's maiden name. (D) Substantial proof of the requestor's identity. (2) ISSUANCE TO PERSONS NOT NAMED ON BIRTH CERTIFICATE- To meet the requirements of this section, in the case of a request by a person who is not named on the birth certificate, a State must require the presentation of legal authorization to request the birth certificate before issuance. (3) ISSUANCE TO FAMILY MEMBERS- Not later than one year after the date of the enactment of this Act, the Secretary, in consultation with the Secretary of Health and Human Services and the States, shall establish minimum standards for issuance of a birth certificate to specific family members, their authorized representatives, and others who demonstrate that the certificate is needed for the protection of the requestor's personal or property rights. (4) WAIVERS- A State may waive the requirements set forth in subparagraphs (A) through (C) of subsection (c)(1) in exceptional circumstances, such as the incapacitation of the registrant. (5) APPLICATIONS BY ELECTRONIC MEANS- To meet the requirements of this section, for applications by electronic means, through the mail or by phone or fax, a State shall employ third party verification, or equivalent verification, of the identity of the requestor. (6) VERIFICATION OF DOCUMENTS- To meet the requirements of this section, a State shall verify the documents used to provide proof of identity of the requestor. (d) OTHER REQUIREMENTS- To meet the requirements of this section, a State shall adopt, at a minimum, the following practices in the issuance and administration of birth certificates: (1) Establish and implement minimum building security standards for State and local vital record offices. (2) Restrict public access to birth certificates and information gathered in the issuance process to ensure that access is restricted to entities with which the State has a binding privacy protection agreement. (3) Subject all persons with access to vital records to appropriate security clearance requirements. (4) Establish fraudulent document recognition training programs for appropriate employees engaged in the issuance process. (5) Establish and implement internal operating system standards for paper and for electronic systems. (6) Establish a central database that can provide interoperative data exchange with other States and with Federal agencies, subject to privacy restriction s and confirmation of the authority and identity of the requestor. (7) Ensure that birth and death records are matched in a comprehensive and timely manner, and that all electronic birth records and paper birth certificates of decedents are marked `deceased'. (8) Cooperate with the Secretary in the implementation of electronic verification of vital events under section 3065.

    3. I wonder why when you ask for a birth certificate for geneology purposes, they can't give it to you and stamp geneology on it. That is what they do in NY. When we lived there and was looking for information on my husbands family they just stamped it in red "geneology". That would work and let people still get them.     2. More Info I received from the same list. Looks like it may not be as drastic as the newspaper article from Muscatine, Iowa says but still some cause for concern. Stacey D. Here's the text of Senate Bill 2845 as it pertains to Birth Certificates only - http://www.congress.gov/cgi-bin/query/D?c108:3:./temp/~c1080BEbKh::. Looks to me like it's already been passed and it doesn't make any provision for providing access to records prior to 1935 when the Social Security Act was signed. I still haven't found anything that has to do with death certificates.

Government will limit access to birth, death records By Cynthia Beaudette of the Muscatine Journal MUSCATINE, Iowa - Area residents researching their ancestry may find more answers at the Musser Public Library than the Muscatine County Recorder's office beginning Jan. 1, 2007. That's when the federal government will ask county recorders across the nation to keep birth and death certificates under lock and key to help prevent identity theft. States will have the option to decline but not without penalty to its residents. One reason for the restriction is that many death certificates contain Social Security numbers, which could be used for identity theft. Muscatine County Recorder Cindy Gray said the new law will also require birth certificates to be renewed every five years to prevent people from fraudulently using the name of someone who died. The Muscatine County Board of Supervisors got the news from Gray during its regular Monday meeting. Gray said an official from the Iowa Department of Vital Records described the upcoming law during a recorders' summer class this month. Gray said they were told that access to birth and death records will be limited to family members who have a legal reason to see the records. After Jan. 1, 2007, the records will be off limits to the public and media. It's not clear yet whether other exceptions will be made as some details of the law have not been finalized. "Right now, anyone can come in and look at our records and write down what they see," said Gray. Residents of states that choose not to comply with this new law will not be able to use their birth certificates to obtain passports for travel to other countries, Gray said. After the law goes into effect, the records can be retrieved only by a county employee who has signed a statement of confidentiality. Gray said her office gets up to 20 requests a week for records. "We have a lot of people coming in for genealogy research," she said. "We give those to genealogists here in town." Gray said there are several area residents who come into the recorder's office to do research for a fee . The courthouse charges $15 for each copy of a certificate; $4 of that money stays with the county and the rest goes to the state of Iowa. When the new law goes into effect, private researchers will not have access to those records and this will create more work for the people in her office because staff will have to do the research. "There is no way, with the personnel we have now that we could do it," said Gray. "We'll have to hire someone." Gray said she doesn't know what such a position will entail until all the federal regulations come down. Gray's staff may be able to refer some people to the Musser Public Library. Sheila Chaudoin, assistant director at the library, said she doesn't have copies of birth and death records, but she helps people look up published obituaries and birth records indexed from the Muscatine Journal." "Few people need a death or birth certificate for genealogy purposes," said Chaudoin. In addition, Chaudoin said the library has a good relationship with area cemetery officials who can give her internment dates to help narrow down searches. Chaudoin, who is in charge of the library's local genealogy and history department, said the Muscatine County Genealogical Society has been helping the library staff index the obituaries and birth announcements. "We're getting close to putting a large amount of that information online so people throughout the country can find it," said Chaudoin. Gladys Mittman, a Muscatine resident who is not a professional genealogist but does considerable genealogy research for herself and others, says the library "does have a lot of information." However, the new law "will make it more difficult for genealogists. ... I'd hate to see that happen, especially with the very old records. I don't see any good reason for that." Gray and members of the Board of Supervisors said people who are concerned that the new law will overly restrict access to birth and death records may want to voice concerns to their state legislators.

    2. 50 Years Ago (March 31, 1955) Three business buildings on the west side of the square in Corydon were completely destroyed with all of their contents in a fire with estimated loss at $200,000. The buildings destroyed were: R.R. Roush Drug Store, the building owned by Mrs. C.Z. Clarke; the P.M. Place Variety, the building owned by Mrs. Eva Miles; and the Glines and Company Mercantile Store, the building owned by Mrs. Miles. The Leon High School one-act play, "The Storm," rated an excellent in the state district contest at Clarinda. Members of the cast included: Sally Tullis, Ed Hansell, Miles Lane, Barbara Warner and Nancy McClaran. Dixie Lovett, Janet Hopkins and Jerry Dale had charge of sound effects and props. Claison Groff of the Leon speech department was the play director. Pvt. Edgar Oneil Craig is receiving his basic training at Camp Chaffee, AK. He is the son of Mrs. Roy Felts of Davis City.

Picture of Mary Geraldine Ruth Mary Geraldine Ruth, daughter of William Frank Routh and Goldie Eva McVey Routh, was born May 5, 1924 near Weldon and departed this life on March 19, 2005 at her home. in Osceola at the age of 80. Mary attended Redwing Country School in Woodburn and Fairview Country School in Weldon. She was united in marriage to Walter Arden Ruth on June 2, 1940 in Osceola. She had lived in Osceola for the past 20 years but had also lived in Weldon, Woodburn, LeRoy and Ottawa. Mary was a member of the Seventh Day Adventist Church in Osceola. Mary was a housewife and mother. She was employed at Furnas Electric and retired in 1992. Spending time with her family was very important to her, and she enjoyed going to all the activities of her grandchildren. She also enjoyed her flower garden, rock hunting, ceramics, sewing and her pets. Mary was preceded in death by her parents; husband Walter in 1975; sons, Donald, Dennis and infant son, Jerry Ruth; daughter, Dianne Ruth; brothers, Kenneth, Russell, Larry and Chester Routh. Interment will be held at a later date in the Leon Cemetery, Leon, Iowa. Obituaries Ellen Geraldine (Jerrie) Hook On February 24, 2005 our precious Mother, sister, Nana, Grandma, and friend was llifted to heaven to spend her eternal life with her Lord and Savior, Christ Jesus. Our Mother was born in Leon, Iowa on June 16, 1921 to Oscar and Blanch Mills, who along with her sisters, Helen and Gladys, have been joyously awaiting her arrival in heaven. Ellen's husband, Bill Hook, passed away in 1990. She is survived by her brother Ronald Mills and wife Joan of Osceola; sons, Arden Hook and wife Cindy, Arnold Hook and Wife Marjorie, Todd Hook and daughters Tedi and Husband Tony DeLafuente, Shelly Walling, and Jackie Chew and husband Bill. She also lovingly leaves 9 grandchildren and 8 great grandchildren.

(Of course, if you look, this is from the Leon Journal-Reporter...which would really mean it was NINETEEN 61, since the Journal and the Reporter didn't combine until....hey, when did it combine? Orlinza's father, Orlinza Appleton Bullock II, was born in Lamoni. Orlinza #2 was the son of Orlinza Appleton Bullock I and Aure Ola Brockway. Aure was raised in Decatur City, the daughter of Albert and Abigail (Jaquith) Brockway. Orlinza #1 was the son of Timothy Benjamin and Delilah Fidelia (Day) Bullock.
