The City of Carroll adopted a new procedure last year for dealing with cemetery plots. You should contact Debra Goetzinger, Deputy City Clerk at the City Clerk's office in Carroll. You can also try the sexton at the Carroll Cemetery. He has a book of owners of the cemetery plots.
