There are no separate 'certificates' the government keeps. Maybe a respective bureaucrat kept tabs as to who was requesting such, but those papers - if exist - are buried in departmental archives somewhere. And if anything useful it might state that John Doe requested this or that on this date and sent to him/her on that date. Have not heard of anybody finding such records - yet.
