Could the N on the young Reginald's birth cert possibly have been a V? Might it be worth buying these two certificates? I looked for a Reginald Howes in Yarmouth in the 1911 census. There was none, but there are three elsewhere in Norfolk and none in Suffolk. All three of those Norfolk Reginalds (and many others) are on my website, www.howesfamilies.com. Also looked for the residents of 28 Paget Road in Yarmouth in 1911, but they were a different family. Wish I could help more directly. You might also consider writing to one of the local newspapers (Yarmouth Mercury, Eastern Daily Press, etc).
