    3. I was searching in the VGSQ and came across the following 1800 Tax List for Halifax county. This is a direct quote: >Virginia Genealogical Society Quarterly * Volume XXVII * Volume >XXVII, Number 2 (01-MAY-1989), page 107* A List of Qualified Voters, >Halifax A List of Qualified Voters, Halifax County, Virginia, 1800 Contributed by Joanne Lovelace Nance George Washington had died on 14 December 1799, and in June of the next year the new capital of the federal government, named for the first president,began to receive departmental workers. Thomas Jefferson would become the nation's third chief executive following a campaign in which he came under heavy fire from the clergymen for his alleged deism. During his first term of office, Jefferson concluded the Louisiana Purchase, and the nation witnessed congressional authorization for statehood in the Northwestern Territory. In May of 1801, international problems erupted for the new Republic in the Mediterranean when Yusuf Kararnanli, Pasha of Tripoli, ordered his troops to cut down the United States flag at its consulate. The qualified voters for the presidential election of 1800 presented below have been transcribed from the original lists recorded in Halifax County, Virginia, Deed Book 18, pp. 461-468. Prevailing laws at the time restricted suffrage to white male property owners possessed of 100 acres, unsettled, or twenty-five acres, improved. In time, certain leaseholders would be franchised, but universal white male suffrage was not achieved in Virginia until 1851 (Chilton Williamson, American Suffrage, from Property to Democracy, 1760-1860[1960], pp.13-14, 113, 225).
