On motion by Mr. Hayne, Ordered , That the nominations for promotions and appointments in the Navy be referred to the Committee on Naval Affairs. The following motion, submitted by Mr. Webster, was agreed to: Ordered , That hereafter the confidential or secret proceedings of the Senate, on Legislative business, be kept in a separate Journal from that in which Executive proceedings are entered.
