A friend of mine recently sent for an ancestor's homestead application and when it arrived it was an application of an uncle with the same name and it had his place of birth in Germany - a great find. I'll ask her what steps she took if you haven't yet tried that angle. I believe she started by downloading a form at the BLM site. I just fired off an e-mail to her asking the steps that she took.
