That was not the case here. The page existed but had been created incorrectly and was not the page intended. In this case, the incorrect page's data should be transferred to the correct page and the incorrect page deleted. Then, if someone uses the incorrect URL, it would be obvious that the page doesn't exist and they should be checking the original URL for truncation or errors.
